Jurisdiction is everything in Asheville: the City of Asheville has its own steep-slope and ridgetop ordinance and permitting office, separate from unincorporated Buncombe County’s landslide rules. We confirm first whether a parcel is inside city limits or in the county, because the rulebook, utilities, and process differ. Hillside lots often require geotechnical analysis by a licensed engineer, and riverfront parcels need floodplain-development review.

Yes — hillside view lots are among the most sought-after (and most technical) sites in Asheville. We plan for grading, geotechnical review, retaining walls, and driveway access, all in line with the applicable city or county steep-slope rules.

Does it matter if my lot is inside Asheville city limits or in the county?

Very much. The City of Asheville and unincorporated Buncombe County have different ordinances, steep-slope rules, utilities, and permitting offices. The first thing we do is confirm your parcel’s jurisdiction so we build to the right requirements.

How far is Riverwood Builders from Asheville?

Our Etowah base is about 30–40 minutes south via I-26. We’re local to the region and build throughout the Asheville area, from south Asheville communities to private view lots.
